The Rt. Rev. Audrey Cady Scanlan

The Rt. Rev. Dr. Audrey Scanlan is the Bishop of the Episcopal Diocese of Central Pennsylvania. She was elected to this position on March 14, 2015, and ordained and consecrated as the eleventh bishop of the Diocese of Central Pennsylvania on Sept. 12, 2015, in Harrisburg.

Audrey comes to Pennsylvania from Connecticut, where she served on the diocesan staff as the Canon for Mission Collaboration and Congregational Life. Before that, Audrey was the Rector of two yoked congregations in central Connecticut and has also served two other local congregations in her ministerial life. She has a particular interest in congregational vitality, creative and adaptive use of church buildings, local mission, and community engagement. Audrey is the co-founder of Rhythms of Grace, a worship and formation program for children with special needs, has co-authored three volumes of lesson plans, and holds a doctorate in the Theology of Disability.

Audrey and her husband, Glenn have been married since 1984 and are the parents of three adult children—Emma, William, and Harriet. Hiking, cooking, running, and playing the cello are among Audrey’s hobbies.

The Rev. Carenda Baker

Interim Transition Officer, Southern Region

Works in the Southern Region of our diocese serving and supporting parishes in clergy transition. 

The Rev. Carenda Baker, originally from Gardners, Pennsylvania, is both the Interim Transition Officer for the Southern Region and Rector of All Saints, Hanover. In her diocesan ministry, Carenda supports churches and clergy in the vital work of identifying gifts and skills needed to serve their communities creatively, courageously, faithfully, and joyfully.

Prior to becoming an Episcopal Priest, Carenda was Clergy in the United Methodist Church in Central Pennsylvania and a Social Worker. Carenda holds degrees from Elizabethtown College (B.S., Music Therapy), The Theological School of Drew University (Master of Divinity), the University of Pittsburgh School of Social Work (Master of Social Work), and University of the South School of Theology (Certificate of Anglican Studies). She was ordained to the diaconate in The Episcopal Church in August 2014 and to the priesthood in July, 2015. She previously served as rector of Trinity, Chambersburg, and has served on the diocesan Commission on Ministry.

Carenda lives in Littlestown, PA with her wife, the Rev. Ginger Bennett, Ginger’s teenage daughter Amelia, a spunky trio of cats, and one exuberant Golden Retriever.

The Rev. Canon Veronica Donohue Chappell

Canon to the Ordinary, Northern Region

Works in the Northern Region of our diocese serving and supporting parishes.

Veronica supports the Susquehanna, West Branch, and Northern Tier Convocations. As Canon to the Ordinary, she serves at the pleasure of the Bishop (the Ordinary in the title) and helps parishes during transition times, provides pastoral support to the clergy of my area, develops congregational strengths with an emphasis on training and support of lay leadership, and facilitates Mutual Ministry Reviews for each parish. Before retirement, she most recently served as rector of Trinity Jersey Shore and Christ Church Williamsport.

Nichol Free

Executive Assistant to the Bishop

Scheduling Bishop’s appointments, visitations, and meetings; clergy licensing; marriage approvals; Letters Dimissory.

Nichol graduated from Lock Haven University with a degree in Journalism and has held various positions in telecommunications and as a computer teacher, working in the nursing home industry and most recently with the pricing department at Knouse Foods. 

She is a member of St. Andrew’s Episcopal Church in Shippensburg and enjoys spending time with her son and five cats.

The Rev. Celal Kamran

Multicultural Missioner

Works in our diocese among our clergy and parishes to explore congregational opportunities for the growth of the Beloved Community across our diocese.

Celal joins the Bishop’s staff from the Washington D.C. area. He was born and raised in Pakistan until the age of nine, when he moved to Virginia with his family. Celal is a graduate of Messiah University where he majored in Biblical and Religious Studies, and Virginia Theological Seminary, where he obtained a Master’s in Divinity. Before the priesthood, Celal volunteered as a local firefighter. After his undergraduate studies, he spent a year in the Episcopal Service Corps, an intentional community of young adults living and serving in Richmond, Virginia. He has served in two parishes in Virginia, Pohick Church and St. Luke’s, as an associate priest before becoming rector of St. Paul’s, Harrisburg. Father Celal loves spending time with his wife, Erin, and their rambunctious dogs, Clifford and Rajah. He also enjoys cooking, reading South Asian fiction, and exploring different cuisines with Erin. 

Erin Monaghan Kamran

Canon for Communications

Diocesan social media, newsletters, website, and church communications support.

Erin Monaghan Kamran is passionate about digital storytelling and the power of photography as tools for evangelism. In her role as Canon for Communications, she manages all aspects of diocesan communications, while providing churches with guidance and resources to support their communications ministry.

Erin previously served as the Associate Minister for Communications in the Diocese of Virginia. She is a graduate from Messiah University (Grantham, Pennsylvania) with a degree in Cross-Cultural Christian Ministries and Communications. She and her husband the Rev. Celal Kamran, Rector of St. Paul’s, Harrisburg, and diocesan Multicultural Missioner live in Harrisburg with their two dogs.

The Rev. Dr. Kevin Lowe

Associate Dean, Stevenson School for Ministry

Course registration; student relations.

In addition to his role as Associate Dean of the Stevenson School, Kevin serves as Priest-in-Charge of St. Andrew’s, Lewisburg. He holds an M.Div. from Bexley Seabury Seminary, an M.A. in biblical studies from Drew University, and a Ph.D. in American religious history from Penn State.

Kevin is the author of Baptized with the Soil: Christian Agrarians and the Crusade for Rural America (Oxford, 2016), and has also written for Earth & Altar, Christian Century, and Religion Dispatches. Kevin and his spouse Sarah Klinetob Lowe, and their daughter Julia live in Lewisburg.

Chad Linder

Canon of Finance & Operations

Finance: budget; investments; Fair Share; ongoing financial statements;
Operations: issues with parish plant; insurance. 

Chad currently serves at the Canon of Finance and Operations with the Episcopal Diocese of Central Pennsylvania. 

In this role, Chad is responsible for all aspects of the financial operations of the Diocese. He also oversees buildings and grounds along with all aspects of Information Technology. 

After graduating from York College of Pennsylvania in 1992, Chad spent over 11 years at Merrill Lynch as a Financial Advisor, where he co-managed over $100 million in assets for individuals, corporations, and not-for-profits clients. 

In 2003, Chad moved into the not-for-profit sector, where responsibilities included fundraising, marketing, grant management, as well as corporate, government, and community relations.

Micalagh Moritz

Canon for Children, Youth & Families/Safe Church Administrator

Administer safe church, safe communities’ licenses and coordinate training, provide resources for children, youth and families programs, coordinate diocesan support for CYF events.

Micalagh majored in Human Development & Family Science at Messiah University and later continued on to receive her Master of Social Work from Temple University. She has worked with youth, families, and young adults in many different settings, including several schools and universities, after-school programs, mental health settings, and non-profits, both locally and abroad.

She was most recently in the role of Director of Youth & Young Adult Formation at St. Stephen’s Episcopal Cathedral, and before that, served as the Program Director for the Sycamore House, an Episcopal Service Corps program. She is passionate about helping to create healing spaces for people to grow and learn, exploring the intersections of faith and justice, and building bridges between people of various backgrounds. 

Micalagh lives in Harrisburg with her husband and two kids, where you might find her taking walks by the river or at a local park, or enjoying a cup of coffee or tea.

Debbie Robelen

Diocesan Archivist, Registrar, and Receptionist

Front desk management; lay licensing certificates; intake & preservation of historical records

Debbie is the archivist and front office manager. Her duties include the processing of Diocesan mail, administration of the lay licensing program, maintaining the office online calendar and the recording of annual parish vestry lists. Debbie is a member of St. Stephen’s Cathedral, Harrisburg, where she volunteers with the Altar Guild. Debbie also volunteers with the St. Stephen’s Cathedral Craft Guild.
 

 

The Rev. Stuart Scarborough, Deacon​

Property Manager

Oversees the care and maintenance of all buildings and properties that are owned by the Diocese, but are not parishes.

Stuart joined the Episcopal Diocese of Central Pennsylvania part-time as a Property Manager after migrating northward from the Diocese of Maryland when his wife, Rev. Anjel Scarborough, was called to be Rector of All Saints’ Episcopal Church in Hershey.

Prior to relocating, Stuart spent 13 years managing facilities, including three years as Facilities Operations Director for St. John’s Episcopal Church and Parish Day School in Ellicott City, MD and, before that, ten years as Director of Operations at the Claggett Center, Maryland’s Diocesan conference, retreat and camp center in Adamstown, MD. Prior to this, Stuart, who has a BS degree in Chemical Engineering from Virginia Tech, worked for 20+ years in manufacturing. Stuart and Anjel have two adult children; Martin, who lives in Cockeysville, MD and Erin, who lives in Newark, DE.

Stuart will also serve as a consultant to parishes on property-related matters. In addition to this part-time role with the Diocese, Stuart is also serving as Property Manager for St. Stephen’s Episcopal Cathedral. Further, Stuart has been assigned as Deacon to Mt. Calvary Episcopal Church in Camp Hill.

The Rev. Dr. Luke Zerra

Interim Dean, Stevenson School for Ministry

Luke began his ministry as Interim Dean for the Stevenson School for Ministry in 2024. Prior to this call he served as Stevenson School for Ministry’s Associate Dean for Academic Affairs. He received his undergraduate degree from Flagler College and his M.Div and Ph.D. from Princeton Theology Seminary. He also serves as Priest-in-Charge of St. Peter’s, Brentwood in the Diocese of Pittsburgh. He previously served as Curate at St. Andrew’s, Highland Park, and Youth Minister at St. Paul’s, Mt. Lebanon.
